What you need:
two bendy drinking straws,
scissors
Cut the end off one drinking straw
so that the straw
has the same length right and left of the
bend.
Cut into the straw left and right of the bend.
Put the ends of the straw into the bend...
 
...so that you get the shape of a bow.
Cut two holes into the bend, one at the top and one at the bottom.
 
Pull the other drinking straw through the holes.
Your decorated drinking straw is finished.
