What you need:
two transparency sheets in A4,
hole punch,
curling ribbon,
crepe paper,
stapler,
ruler
Cut a triangle out of each transparency.
As measurement use the middle of the lower edge and the two top
corners.
Put the two triangles on top of each other.
Punch some holes into the side
edges.
Turn the upper triangle over and put it next to the other one so that the holes overlap. Pull curling ribbon through the holes to tie the triangles
together.
Roll the triangles into the shape of a school cone. Again the holes should overlap. Connect the holes on the other side with curling ribbon too.
Cut out a piece of crepe paper that is at least
as large as the rim of the school
cone.
Put the crepe paper around the school cone along the rim.
Staple the edges together. Fold the crepe paper up.
Fill the school cone with sweets (or other little presents).
Then tie the school cone up.
