What you need:
mosaic tiles,
wood glue,
simple picture frame made of cardboard,
optionally joint grout
Distribute the mosaic tiles on the picture frame.
Thus you'll know how to place the tiles, how many tiles you'll need, and how large the gaps between the tiles have to
be.
Then stick the mosaic tiles onto the picture frame one by one.
 
Let the glue dry.
You can leave the picture frame like that.
But you can also grout the picture to make the surface more even.
Children should not work with joint
grout.
Mix the grout with water and apply it onto the tiles.
Wipe away superfluous grout.
Let the picture frame dry (time mentioned on the
packaging).
