What you need:
fir cones (or other),
glue,
red paper or felt,
cotton wool,
wiggle eyes,
string,
needle
Cut a quarter of a circle out of felt and glue it around the upper
end of the fir cone as hat.
Stick some cotton wool along the edge of the hat.
Stick two wiggle eyes beneath the hat.
Then apply some cotton wool as beard.
Pull a piece of string through the top of the hat for hanging.
