What you need:
tray,
paint,
brush,
compass,
clockwork with hands,
drill
Using the compass, draw a kind of mandala onto the tray.
That's a circle decorated with ornaments.
Drill a hole into the middle of the circle.
The hole should be large enough to put the clockwork
through.
Paint the ornaments with bright colours.
Use bright colours so that you can see the hands better
later.
Let the paint dry. You might want to apply a layer of clear coat too.
Let the clear coat dry as well.
Put the clockwork through the hole and screw it tight.
Fasten the hands.
