What you need: 

newspapers, 

(poster) paint, 

brush, 

napkins with motif, 

clear coat or glue for napkin technique, 

glue

Paint a large sheet of newspaper.

Let the paint dry. Paint the back as well. 

Let the paint dry again.
Cut motifs out of napkins. Separate the layers of the napkin. 

You only need the uppermost layer on which the motif is printed.
When the paint is dry, put the napkins on the paper. 

Apply clear coat or glue for napkin technique. 

Always apply the glue from the centre towards the edges.

Let the glue dry.
Start to fold the paper at one of the short sides. 

Fold up the bottom edge, turn the paper over, 

and fold up the new bottom edge as well. 

Continue folding the rest of the sheet in this way.

Fold the stripe you have folded up in half.

Glue the edges in the middle together. 

When the glue is dry, open the fan.
