What you need:
many small school cones,
string,
long piece of cord
Create small school cones following the instructions here.
The longer your garland is to become,
the more school cones you'll
need.
Tie a piece of string to the top of each school cone.
Choose a place where you want the garland to hang.
Put up the cord
there.
Tie the school cones to the cord.
