Creating a bubble: 

Take the balloon with both hands.

Always start at the tied-off end of the balloon. 

Pinch the balloon between your thumb and index finger of one hand and twist that point several times with both hands, i.e. your hands rotate the balloon in two directions. 

That's how you create a bubble. 

The problem is that this bubble is not locked. 

If you let go of the balloon, it will come untwisted.

Locking twist: 

When you create a bubble, you make a twist into the balloon. Bubbles will not come untwisted if you create one (or two) more bubbles and then twist the twists together. To bring the twists together you have to fold the balloon. If you have twisted the twists together, you can let go of the balloon. The bubbles are now locked and remain in the form that you have modelled.
