What you need:
craft
sticks,
empty toilet roll,
wood glue,
wood plug (wood disk),
Choose a toilet roll...
... that fits the wood plug.
Apply craft sticks to the outside of the toilet roll.
Apply glue to the side of the wood plug
and stick it into one opening of the roll.
Let it dry.
 
You may want to paint the pencil holder in your favourite colours.
